On approval of the Regulations on the Project Office

of  the State Commission for the Complete Rehabilitation of Victims of Political Repression and its Membership

In order to provide support for the activities of the State Commission for the Complete Rehabilitation of Victims of Political Repression:

 

1. Establish a Project Office of the State Commission for the Complete Rehabilitation of Victims of Political Repression (hereinafter referred to as the Project Office).

2. Approve the attached:

1) Membership of the Project Office;

2) Regulations on the Project Office.

3. State bodies to take the necessary measures to implement this order.

Regulations

on the Project Office of the State Commission for the Complete Rehabilitation of Victims of Political Repression

 

 

Chapter 1. General Provisions

 

1. The Project Office of the State Commission for the Complete Rehabilitation of Victims of Political Repression (hereinafter referred to as the Project Office) is an organizational and coordinating structure that provides support for the activities of the State Commission for the Complete Rehabilitation of Victims of Political Repression (hereinafter referred to as the State Commission), permanently located on the basis of the JSC Kazakhstan Institute of Public Development "Rukhani Zhangyru".

2. The project office in its activities is guided by the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, Decree of the President of the Republic of Kazakhstan

dated November 24, 2020 No. 456 “On the establishment of the State Commission for the full rehabilitation of victims of political repression”, as well as these Regulations.

 

 

Chapter 2. Main Tasks of the Project Office

 

3. The main tasks of the Project Office are to assist in the organizational, coordinating and methodological work of the activities of the State Commission, subcommissions and working groups, as well as to provide organizational and advisory assistance to regional commissions and their working groups, and to provide other organizational measures.

  4. In order to solve the tasks assigned to it, the Project Office performs the following functions:

 assists in organizing and holding meetings of the State Commission;

prepares materials for meetings of the State Commission and the State Secretary of the Republic of Kazakhstan – Chairman of the State Commission;

coordinates the activities of the working groups of the State Commission and regional commissions, provides them with methodological and advisory assistance;

interacts with interested state bodies, scientific and non-governmental organizations;

analyzes and summarizes materials received from the working groups of the State Commission and regional commissions, reports on the results to the State Secretary of the Republic of Kazakhstan – Chairman of the State Commission;

ensures the solution of other issues related to the activities of the State Commission.

 

Chapter 3. Organization of the activities of the Project Office

 

 

5. The Project Office consists of the head of the Project Office, two deputies and seconded representatives of interested state bodies, academic organizations.

6. The Head of the Project Office organizes the work and ensures the timely and high-quality performance of the tasks and functions assigned to the Project Office by these Regulations:

ensures the state approach in the development of proposals, recommendations and conclusions of the working groups;

coordinates the organizational work of the regional commissions;

defines and approves official and functional duties of employees;

reports to the State Secretary of the Republic of Kazakhstan – Chairman of the State Commission current issues of the activities of the State Commission and its working groups.

7. The Deputy Head of the Project Office interacts with the working groups of the State Commission and controls their work, ensures their interaction with the relevant working groups of the regional commissions, analyzes and summarizes the materials received from the working groups of the State Commission and regional commissions, prepares draft documents from the Project Office to government agencies, public and other organizations.

8. The Deputy Head of the Project Office coordinates and controls the research activities of the working groups of the State Commission, assists the working groups in search and research work  in the Presidential Archive, the Central State Archive and other archives, is responsible for the quality content and smooth operation of the State Commission website, performs instructions of the head of the Project Office.
